Is the word registrar the same in Brazilian and European Portuguese?
No
The difference between the two variants is primarily in spelling and pronunciation. In Brazilian Portuguese, the "r" in the middle of the word is pronounced, so the spelling is registrar. In Continental Portuguese, the "r" is typically not pronounced in that position, so under the current Orthographic Agreement, the spelling is registar. While the fundamental meaning remains the same (to record, to enroll, or to log), the orthography changes to reflect the phonetic reality of each region.
