Is the word recordar the same in Brazilian and European Portuguese?

No.

The difference between the two lies in typical usage and grammatical construction. In Brazil, recordar is often perceived as having a more formal, literary, or nostalgic register; in everyday casual conversation, Brazilians much more frequently use the verb lembrar. When used, Brazilians often use it transitively (without a preposition). In Portugal, recordar is a standard part of everyday vocabulary and is frequently used in its reflexive form (recordar-se de). Furthermore, the placement of pronouns differs significantly: Portuguese speakers (PT-PT) rely heavily on enclisis (placing the pronoun after the verb), whereas Brazilians (PT-BR) frequently use proclisis (placing the pronoun before the verb).
