Is the word recomendado the same in Brazilian and European Portuguese?

Yes

The spelling, meaning, and grammatical function of "recomendado" are identical in both Brazilian and Continental Portuguese. The only difference is pronunciation. In Continental Portuguese, unstressed vowels are significantly more reduced or "closed" than in Brazilian Portuguese. For example, the first "e" in "recomendado" is often nearly silent in Portugal, whereas in Brazil, it is more clearly articulated.
