Is the word incluso the same in Brazilian and European Portuguese?

No.

While the fundamental meaning of "incluso" (included or enclosed) is the same in both dialects, there is a difference in typical usage. In Brazilian Portuguese, "incluso" is a very natural and common way to describe items included in a price, a package, or an email attachment. In Continental Portuguese, however, the word "incluído" is much more frequent when referring to items included in a list or a cost, and "anexo" is the standard term used for email attachments or enclosed documents.
