Is the word frança the same in Brazilian and European Portuguese?

Yes

The spelling, meaning, and grammatical category of the word are identical in both dialects. The only difference lies in pronunciation. In Brazilian Portuguese, the final "a" is an unstressed vowel that is clearly articulated and relatively open. In Continental (European) Portuguese, unstressed vowels undergo significant reduction; therefore, the final "a" is much more closed, muffled, or nearly silent (sounding closer to a neutral "schwa").
