Is the word celular the same in Brazilian and European Portuguese?

No. While the spelling and underlying meaning are the same, there is a significant difference in typical usage. In Brazil, "celular" is the standard and universal term for a mobile phone. In Portugal, the standard term is "telemóvel." While a Portuguese person would understand "celular," they would almost never use it in natural, everyday conversation.
