Is the word brigar the same in Brazilian and European Portuguese?

No.

The difference between the two lies in typical usage. In Brazil, "brigar" is the standard, most common word used for both physical altercations (fights) and verbal disagreements (arguments). In Portugal, while "brigar" is used for physical fights, it is much less common for verbal disputes; a Portuguese person would much more naturally use the word "discutir" to describe a verbal argument or a spat.
