Is the word bife the same in Brazilian and European Portuguese?

No

While the spelling and grammar of "bife" are identical in both dialects, there is a difference in typical usage. In Brazilian Portuguese, "bife" almost exclusively refers to a thin slice of meat that has been pan-fried (similar to a cutlet). In Portugal, the term is much broader and is frequently used to describe much thicker, more substantial cuts of meat (similar to what an English speaker would call a "steak").
