Is the word aplicativo the same in Brazilian and European Portuguese?
No
While the fundamental meaning of the word remains the same (referring to software), there is a difference in typical usage. In Brazil, "aplicativo" is the standard, everyday term used to describe mobile or desktop software. In Portugal, although "aplicativo" is understood, it is much less common in casual conversation. Instead, Portuguese people much more frequently use the shortened English term "app" or the word "aplicação." Additionally, the vocabulary for the device itself differs (Brazil uses celular, while Portugal uses telemóvel).
Brazilian Portuguese Usage
